Except Britain, other countries often use "WHITE BOOK" and "WHITE PAPER" without strict distinction. In April 1965, Britain published the White Paper on Gibraltar in the form of "WHITE BOOK", with the title of white paper and the cover of white.

When the blue book is used as an official document, it mainly refers to a publication of the British Parliament. Because the cover is blue, it is named. It was first issued in 1681, and it was only sold publicly in 1836. Its name is British Parliamentary Instruments, which is a kind of diplomatic information and document submitted by the British government to both houses of parliament.

There is a kind of foreign language called blue book, which is not afraid of any official documents. From the content, it is a reference book such as Who's Who, guidebooks and handbooks, and even a commemorative album. For example, the directory of American government officials, who's who in society, the monthly directory of diplomatic personnel in the United States issued by the State Council, and the pamphlets used by some American universities to answer questions are also called blue books (Chinese can be translated into blue books). In addition, a commemorative album was published at the Panama Pacific World Expo held in San Francisco, USA in 1915, and the commemorative album published in 1947 on the first anniversary of the founding of the Philippines was all in blue, all with the name of blue book.

red book

The countries that use red books mainly include Spain, Austria, Britain, the United States, Turkey and the Soviet Union. Some are used for official documents, and some are used for unofficial documents. Spain published the Red Book on Gibraltar in 1965 and 1968 (English version). Britain had a red book on finance as early as the 13th century. Britain's Red Book is also used in official lists, aristocratic lists and court guides, and a Red Book was published in 1969 with the subtitle Endangered Wild Animals. The United States published the Red Book on the Transport of Dangerous Goods in 1977. At the beginning of 1984, the Soviet Union first published a book on the protection of wildlife and plants in need of protection. In addition, some international organizations also use red books, such as the International Telecommunication Union Red Book. Of course, the most famous red book with the largest circulation is the Quotations from Chairman Mao in the 1960s and 1970s-the Red Book.

In the past, the Yellow Book was generally referred to the important reports published by the old China and French governments, so it was named because it was customary to use the yellow cover.

At the end of 19th century, there was a Yellow Book in France, which was about the negotiation between France and China on the construction of Yunnan-Vietnam Railway. In 1971, Taiwan Province's China Monthly published a Yellow Book on Sino-US Relations under a private signature. The cover is also a yellow book, not an official document, but a loose-leaf address book of the US Congress.

Green Book

An official document published by Italy, Mexico, Britain and India before 1947, some of which are called the GREEN BOOK.

The cover of the Washington social roster published in the United States is green. Since 1976, Libya has published a kind of Green Book, which is the monograph of The Third Theory of the World put forward by Gaddafi. In addition, there is another kind of "GREEN PAPER" which has also been translated into the Green Paper. In addition, in 1949, Hungary published the book "Ming Zengdi in Public Trial". Both the Hungarian and Russian versions claimed to be black books, with a black cover and a yellow title, while the English and French versions claimed to be yellow books. Israel also used black books in 1967, which is rare in the world. Because "BLACK BOOK" usually means "blacklist" or "record book" in English, English-speaking countries avoid using black books.
