The benchmark land price is not a specific charging standard. The land use right transfer, transfer, lease, mortgage and other parcel prices are based on the benchmark land price, and are determined by comprehensive evaluation through systematic revision according to factors such as land use years, plot size, shape, plot ratio and micro-location. Standards vary from place to place:

(1) Weifang City

According to the contents of document No.2 [2022] issued by Wei Zheng Ban Fa, the benchmark land price of collective agricultural land in Weifang city is as follows:

1. Management right

Grade I: 28.5 yuan/m2, 19,000 yuan/mu.

Grade II: 24 yuan/m2, 16,000 yuan/mu.

Grade III: 19.5 yuan/m2, 13,000 yuan/mu.

Grade IV: 12 yuan/m2, RMB 8,000/mu.

2. Contractual management right

Grade I: 45 yuan/m2, 30,000 yuan/mu.

Grade II: 36 yuan/m2, 24,000 yuan/mu.

Grade III: 30 yuan/m2, 20,000 yuan/mu.

Grade IV: 24 yuan/m2, 16,000 yuan/mu.

(2) Zibo City

1. Zhangdian District (including High-tech Zone and Economic Development Zone)

Grade I: the benchmark land price of management right is 38 yuan/m2, 25,300 yuan/mu; The benchmark land price of contractual management right is 40 yuan/m2, 26,700 yuan/mu.

Grade II: the benchmark land price of management right is 29 yuan/m2, 19,300 yuan/mu; The benchmark land price of contractual management right is 30 yuan/m2, 20,000 yuan/mu.

Grade III: the benchmark land price of management right is 20 yuan/m2, 13,300 yuan/mu; The benchmark land price of contractual management right is 21 yuan/m2, 14,000 yuan/mu.

2.Zichuan District

Grade I: the benchmark land price of management right is 27 yuan/m2, 18,000 yuan/mu; The benchmark land price of contractual management right is 28 yuan/m2, 18,700 yuan/mu.

Grade II: the benchmark land price of management right is 22 yuan/m2, 14,700 yuan/mu; The benchmark land price of contractual management right is 23 yuan/m2, 15,300 yuan/mu.

Grade III: the benchmark land price of management right is 15 yuan/m2, 10,000 yuan/mu; The benchmark land price of contractual management right is 16 yuan/m2, 10,700 yuan/mu.

3. Boshan District

Grade I: the benchmark land price of management right is 26 yuan/m2, 17,300 yuan/mu; The benchmark land price of contractual management right is 27 yuan/m2, 18,000 yuan/mu.

Grade II: the benchmark land price of management right is 20 yuan/m2, 13,300 yuan/mu; The benchmark land price of contractual management right is 21 yuan/m2, 14,000 yuan/mu.

Grade III: the benchmark land price of management right is 15 yuan/m2, 10,000 yuan/mu; The benchmark land price of contractual management right is 16 yuan/m2, 10,700 yuan/mu.

4. zhoucun district (including Wenchang Lake Tourist Resort)

Grade I: the benchmark land price of management right is 29 yuan/m2, 19,300 yuan/mu; The benchmark land price of contractual management right is 30 yuan/m2, 20,000 yuan/mu.

Grade II: the benchmark land price of management right is 24 yuan/m2, 16,000 yuan/mu; The benchmark land price of contractual management right is 25 yuan/m2, 16,700 yuan/mu.

5. Linzi District

Grade III: the benchmark land price of management right is 15 yuan/m2, 10,000 yuan/mu; The benchmark land price of contractual management right is 16 yuan/m2, 10,700 yuan/mu.

6. Huantai County

Grade I: the benchmark land price of management right is 38 yuan/m2, 25,300 yuan/mu; The benchmark land price of contractual management right is 40 yuan/m2, 26,700 yuan/mu.

Grade II: the benchmark land price of management right is 24 yuan/m2, 16,000 yuan/mu; The benchmark land price of contractual management right is 25 yuan/m2, 16,700 yuan/mu.

7. gaoqing county

Grade I: the benchmark land price of management right is 38 yuan/m2, 25,300 yuan/mu; The benchmark land price of contractual management right is 40 yuan/m2, 26,700 yuan/mu.

Grade II: the benchmark land price of management right is 23 yuan/m2, 15,300 yuan/mu; The benchmark land price of contractual management right is 24 yuan/m2, 16,000 yuan/mu.

8. Yiyuan County

Grade I: the benchmark land price of management right is 26 yuan/m2, 17,300 yuan/mu; The benchmark land price of contractual management right is 27 yuan/m2, 18,000 yuan/mu.

Grade II: the benchmark land price of management right is 20 yuan/m2, 13,300 yuan/mu; The benchmark land price of contractual management right is 21 yuan/m2, 14,000 yuan/mu.

Grade III: the benchmark land price of management right is 15 yuan/m2, 10,000 yuan/mu; The benchmark land price of contractual management right is 16 yuan/m2, 10,700 yuan/mu.

(3) 1. Level 1

The contracted management right of paddy field is 18.48 yuan/m2, 12,323 yuan/mu, and the management right is 620 yuan/mu year.

The contracted management right of dry land is 13.20 yuan/m2, 8802 yuan/mu, and the management right is 440 yuan/mu year.

Step 2: Level 2

The contracted management right of paddy field is 15.66 yuan/m2, 10,437 yuan/mu and 527 yuan/mu/year.

The contracted management right of dry land is 10.56 yuan/m2, 70.42 million yuan/mu, and the management right is 353 yuan/mu year.

Step 3: Level 3

First of all, the transformation of industrial land to commercial land must conform to the urban planning, and in accordance with the relevant provisions of land transfer, the industrial land users should contact the local land management departments, and the land acquisition and reserve authorities should arrange storage according to the acquisition plan. The basic steps of converting industrial land into commercial land are as follows:

1. The original land user applies to the land department for returning the land, and the original land user entrusts an evaluation institution jointly recognized by both parties to determine the compensation price and compensate the original land user.

2. According to the adjusted new use and planning conditions of the original plot issued by the planning department, the land department comprehensively considers the land transfer fee standard announced by the government, the land cost, the market education reference price and the recent transaction price of adjacent plots, and the planning, land, finance and supervision departments collectively review to determine the starting price of land transfer, and the land transaction institution shall organize the bidding, auction and transfer according to law.

3. New land users will be created after bidding, auction and transfer. The new land user signs a transaction confirmation with the land transaction institution, signs a land transfer contract with the land department, and pays the land transfer price according to the contract.

4. After the land user has paid all the land transfer price according to the land transfer contract, he shall apply for the land use right certificate.

According to the "National Minimum Price Standard for Industrial Land Transfer" recently issued by the Ministry of Land and Resources, industrial land must be sold by bidding, auction and listing, and its minimum price and transaction price shall not be lower than the minimum price standard corresponding to the local land. The general process is as follows:

1, the city and county land and resources management departments should evaluate the normal land market price of the land to be sold;

2, the state-owned land use right bidding auction listing announcement, and the applicant qualification review;

3, the city and county land and resources management departments shall, in accordance with the time and place specified in the transfer announcement, organize bidding, auction and listing activities. After the on-site auction affirms the bidder, the auctioneer or listing person and the bidder sign the Confirmation of Transaction on the spot, and issue the pre-examination approval document for the construction project land to the bidder;

4. The municipal and county land and resources management departments shall issue the Letter of Approval for Construction Land to the transferee, and deliver the transferred land to the transferee in accordance with the time and conditions affirmed in the Contract for Assignment of State-owned Land Use Rights and the Letter of Approval for Construction Land. The transferee shall pay off all the transfer fees of the right to use state-owned land in accordance with the Contract for the Transfer of the Right to Use State-owned Land, apply for land registration according to law, obtain the State-owned Land Use Certificate, and obtain the right to use state-owned land.

For land users who need to change the land use agreed in the land use right transfer contract, the following points should be noted:

1, there is a government approval, that is, approved by the government (including the government, planning bureau, land and resources bureau, etc.);

2. If the original land use right transfer contract does not stipulate that the land use right should be recovered if the land use right is changed, there is no need to go through the bidding, auction and hanging procedures;

3. Re-sign the land use right transfer contract or change the contract;

4. Pay the land price difference. Legal documents can refer to the Law of People's Republic of China (PRC) on Urban Real Estate Management and the Notice of the State Council on Strengthening the Management of State-owned Land Assets (Guo Fa [2001] No.15).

According to the Interim Regulations of the People's Republic of China on the Assignment and Transfer of Urban State-owned Land Use Rights (Order No.55 of the State Council), it shall be handled in accordance with the provisions of Article 18. Land users who need to change the land use stipulated in the land use right transfer contract shall obtain the consent of the transferor and the approval of the land and resources management department and the urban planning department, re-sign the land use right transfer contract in accordance with the relevant provisions, adjust the land use right transfer fee, and handle the registration.
