The main responsibilities of Xining Tourism Bureau mainly include the following aspects:

First of all, the Tourism Bureau is responsible for implementing tourism-related laws, regulations and policies, drafting and supervising the implementation of the city's tourism industry regulations and rules. This is the basis for ensuring the legal and orderly development of tourism.

Secondly, the Tourism Bureau formulates and implements the medium-and long-term development plan of tourism, aiming at promoting the sustained and healthy development of tourism in the city. They pay attention to the long-term planning of the tourism market, enhance the tourism image through development planning, promote fine scenic spots and golden tourist routes, and attract domestic and foreign tourists.

Then, the Tourism Bureau undertakes the survey, evaluation and development of tourism resources, guides the development of key tourist areas and routes, and monitors the operation of tourism economy to ensure accurate statistical information and reasonable organization and guidance of holiday tourism and red tourism.

In terms of market supervision, the Tourism Bureau regulates the order of the tourism market, supervises the quality of service and protects the rights and interests of consumers and operators. They pay attention to the operation and service behavior of tourism enterprises, ensure the standardization of tourism facilities, services and products, and are responsible for the comprehensive coordination and emergency rescue of tourism safety.

In addition, the Tourism Bureau also participates in the evaluation, review and recommendation of star-rated hotels, promotes the construction of spiritual civilization and credit system in the tourism industry, attaches importance to personnel training, guides tourism training, implements professional qualifications and grading standards, and is responsible for tourism informatization.

Finally, the Tourism Bureau needs to complete other important tasks assigned by the municipal government in order to fully guarantee and promote the healthy development of tourism in Xining.

Xining Tourism Bureau has five main internal departments, each with its own unique responsibilities and functions:

1. Office: responsible for handling daily administrative affairs, including party affairs, and external liaison and coordination. They are responsible for meeting organization, document processing, government information management, supervision, letters and visits, confidentiality, security, archives and other important work. In addition, the office is also responsible for the daily affairs of the office of the Municipal Tourism Development Leading Group.

2. Marketing Publicity Department: Specializing in strategic planning of tourism market, responsible for the promotion of the city's tourism image. They organize tourism market promotion activities, develop tourism products, plan major events and festivals, and promote fine scenic spots and tourist routes. In addition, they are also responsible for the development plan of international and domestic tourist markets, the planning and sales of tourist commodities, and the management of holiday tourism and red tourism. At the same time, the Marketing Publicity Department is also responsible for maintaining and managing the Xining tourism website.

3. Industry Management Office: mainly responsible for the formulation of rules and regulations of the tourism industry, the audit of travel agencies and the preliminary examination of business annual inspection, as well as the evaluation of star-rated hotels and rural tourist spots. They are also responsible for the planning and training of tourism talents, implementing the professional qualification standards of the industry, and promoting the construction of spiritual civilization and credit system in the tourism industry.

4. Planning and Statistics Department: responsible for the long-term development planning of tourism, including the survey, development and protection of tourism resources, as well as the guidance of tourism areas and routes. They monitor the operation of tourism economy, manage tourism databases, publish tourism statistical information, and are responsible for tourism project management and investment attraction. In addition, they also guide the creation and evaluation of A-level tourist attractions.

5. Quality Supervision Office: ensure the order and service quality of the tourism market and protect the rights and interests of tourism consumers. They supervise the code of conduct of tourism enterprises and employees, implement relevant standards, handle tourism complaints, and be responsible for the management of safety production and emergency rescue work in the tourism industry. At the same time, the quality supervision department also participates in the affairs of the city holiday tourism coordination meeting.
