This paper discusses the concept and connotation of agricultural tourism, clarifies its characteristics and its important influence on the development of rural economy in China, and puts forward the planning points of agricultural tourism project planning and the management ways of agricultural tourism projects.
First, the concept and connotation of agricultural tourism
(A) the distinction between "agricultural tourism" and "rural tourism". Foreign scholars have three different views on distinguishing rural tourism from agricultural tourism: Lane, a British scholar who has made a typical definition of rural tourism, thinks that agricultural tourism is one of the important forms of rural tourism, and agricultural tourism or farm tourism has become a unique branch in the published rural tourism literature; Nilsson believes that farm tourism is a typical rural tourism in a sense; In the book Tourism Planning ―― A Sustainable Comprehensive Method, EdwardInskeep puts forward that agricultural tourism, farm tourism and rural tourism can be substituted for each other without distinction.
Domestic scholars also make a distinction between agricultural tourism and rural tourism. Liu Deqian believes that the focus of "agricultural tourism" formally put forward in China is the part of rural tourism that is closely related to production, so agricultural tourism cannot be completely equated with rural tourism. Wang Yuncai and others believe that sightseeing agriculture, also known as leisure agriculture or tourism agriculture, refers to a new type of cross-cutting agriculture based on agricultural activities and combining agriculture with tourism. Agricultural tourism resources are only a part of rural tourism resources. Du Jiang and Xiang Ping also believe that agricultural tourism (sightseeing agriculture) should not be included in the scope of rural tourism.
(2) The concept and connotation of agricultural tourism. According to the analysis of many scholars' viewpoints, the author thinks that the definition of rural tourism and agricultural tourism is from two different aspects: region and industry. Rural tourism is defined with urban tourism as the reference object, while agricultural tourism is defined with industrial tourism as the reference object. Although there is no definite conclusion on the relationship between agricultural tourism and rural tourism in the theoretical circle, scholars basically agree that the rural nature, which is different from the city and rooted in the rural world, is the basis for attracting tourists to carry out agricultural tourism, so it should also be the most important symbol to define the concept of agricultural tourism. Therefore, agricultural tourism in a narrow sense refers to a new type of cross-industry with agricultural production process, rural scenery and farmers' labor and life scenes as its main tourist attractions. In a broad sense, agricultural tourism refers to a new form of agricultural management that combines agriculture with tourism, and attracts tourists to watch, visit, taste, relax, experience and shop by using agricultural landscape and rural space, that is, to develop tourism products based on a wide range of agricultural resources such as agriculture, forestry, animal husbandry, sideline production and fishing, and to provide tourists with special services, also known as rural tourism.
Second, the importance of developing agricultural tourism
"Agricultural tourism" was formally put forward in China in 2001, and the National Tourism Administration listed the promotion of industrial tourism and agricultural tourism as the main points of tourism work in 2001.
In recent years, the issue of "agriculture, countryside and farmers" has become the key and difficult problem that puzzles China's economic development. To solve the problems of agriculture, countryside and farmers, we should not only develop efficient and high-quality agriculture, but also seek the way of development from other industries besides agriculture. Agricultural tourism plays an important role in solving the employment of rural surplus labor, increasing the income of farmers around tourist attractions, adjusting the agricultural industrial structure, promoting the development of rural related industries and promoting the sustainable development of agriculture.
Third, the planning points of agricultural tourism projects
(A) the principles of agricultural tourism project planning. The planning of agricultural tourism projects should follow the following principles: the principle of unity of social benefits, economic benefits and environmental benefits; The principle of unified planning, step-by-step implementation, focused, rational layout and local conditions; Optimize the allocation of resources and give consideration to the principle of fairness; Adhere to the principles of brand promotion and theme image building; Adhere to the principle of inheriting and carrying forward local culture, advancing with the times and pioneering and innovating; Principles of capacity control, environmental protection and sustainable development; Principle of coordinating feasible and non-urbanization process; Diversification of investors and the principle of capital accumulation.
(two) the location of agricultural tourism projects. Yang Xu put forward the site selection criteria for developing agricultural tourism:
1. Superior geographical location. Location selection of agricultural tourism park planning: ① Suburbs of large and medium-sized cities. Agricultural tourism parks need to be built on the location model based on economically developed large and medium-sized cities. Because the income level, leisure time and leisure consciousness of residents in large and medium-sized cities determine the management status of agricultural tourism parks. Such as Shenzhen's maritime pastoral scenery tourist area. ② Characteristic agricultural base. Good agricultural foundation and rich production experience. ③ Near the tourist scenic spot. You can use the tourist market of tourist attractions or directly bring agricultural parks into tourist attractions. ④ Around or in the resort. ⑤ Excellent traffic conditions.
2. Beautiful natural ecological environment. Whether the environment is good or not directly determines whether tourists are interested in the area or scenic spots, and the beautiful natural ecological environment is the premise of building agricultural tourism projects.
3. Advantages of agricultural biological resources or unique local culture. The advantage of resources is an important condition that distinguishes them from other regions and determines whether their agricultural tourism products are out of place. Only the uniqueness of local culture can truly maintain the freshness and attractiveness of agricultural tourism resources for a long time.
4. Typical "ecological and three-dimensional" agriculture. "Ecological, three-dimensional" agriculture is the inevitable way for the development of modern science and technology, and it is also an important condition for showing high-tech agriculture.
(C) Agricultural tourism product structure construction
1. Country hotel. According to the different sizes and tourism characteristics of tourist areas, tourist areas can arrange different types and grades of accommodation facilities to attract tourists. In China's existing agricultural tourism practice, there are some rural orchards and farms in addition to the accommodation provided by farmers alone in the form of farmhouse music.
2. Catering and commerce. A large number and variety of shopping stores enhance the tourist atmosphere; Dining facilities can be set up in hotels or on tour routes alone, which inevitably brings great negative impact on the environment and ecology of tourist areas.
3. Leisure and entertainment. Tourism activities tend to be participatory, athletic, interesting and scientific. The tourist area is equipped with various recreational facilities according to the landscape characteristics to attract more tourists and extend their stay.
4. Tourism auxiliary facilities. Combining the characteristics of scenic spots and the characteristics of tourists' use, planning and designing the scenic spot sign system is the focus of humanized design of scenic spots. In addition, improve medical facilities to ensure the normal operation of tourist areas.
5. Agricultural tourism souvenirs. The most easily overlooked problem is the design of agricultural tourism souvenirs. Tourist souvenirs with local characteristics can be used as promotional materials in tourist areas.
(four) the protection and utilization of rural culture and ecological environment. The development of agricultural tourism should also pay attention to the protection of local environment, folk customs and local culture, and avoid sacrificing local resources and environment for short-term economic benefits, which will affect the long-term and sustainable development of local areas.
Under the impact of foreign culture and modern civilization, many farmers who become rich by developing agricultural tourism often ignore the local cultural connotation and value when developing new products, and pursue an urbanized lifestyle, which makes tourists feel that they have lost their original flavor. Therefore, how to ensure the sustainability of rural traditional cultural characteristics and folk customs will be one of the challenges for the sustainable development of agricultural tourism in China.
Four, agricultural tourism project management
(1) Improve the agricultural tourism management system and formulate reasonable and feasible management standards. Agricultural tourism projects involve many departments because they make full use of traditional industrial resources such as agriculture, forestry, animal husbandry and fishing and cultural resources such as ancient villages and towns. Governments at all levels and relevant departments should first change their concepts, raise their awareness, fully understand the important role of the development of agricultural tourism in solving the "three rural issues" and promoting the development of the vast rural areas, and regard the development of agricultural tourism as an important means to drive local farmers out of poverty and promote economic and social development; Assisting in formulating tourism development plans, proposing development measures, coordinating the relations between all parties, formulating relevant norms and standards, uniformly training employees, and carrying out industry self-discipline activities have effectively promoted the standardized development of local agricultural tourism activities.
(2) Change the service concept and strengthen the marketing of agricultural tourism. At present, there is little research on the development law of agricultural tourism in China, and there is a general lack of professional guidance on the development of agricultural tourism products in various places. Operators can't correctly grasp the connotation, nature and product development direction of agricultural tourism, and lack innovative thinking and development concepts, resulting in many agricultural tourism projects being gradually abandoned by the market due to the lack of in-depth excavation and packaging of products.
Overcome the ideology of small farmers, always run through the service concept of modern tourism in the process of managing enterprises, regard service as a part of products, continuously strengthen the training of employees and improve the quality of products.
(three) to guide and manage the behavior of tourists and the residents of tourist areas. Tourists in agricultural tourism are mostly urban residents, which are different from rural residents in cultural background and living habits, so it is inevitable that the two will conflict; In addition, the negative effects of tourism on the economy, culture and environment of the destination community will have a negative impact on the sustainable development of tourism. Many destinations are flooded with tourists, resulting in the destruction of the local environment, traffic congestion, infrastructure can not meet the needs of local people and the growing tourist flow, tourists are reluctant to travel to tourist destinations, and local residents are also opposed to travel.
For tourists, we should adopt the policy of "both hands should be hard" with hard measures and soft measures. On the one hand, it manages tourists' behavior with rules and regulations and standards for tourists' information; On the other hand, we should actively implement education, guide tourists to pay attention to protecting the environment, and conduct civilized and healthy tours and participate in leisure activities.
For residents, we should adopt a bottom-up development model. On the one hand, the correct guidance and management of residents in tourist destinations is conducive to standardizing the legitimate competition in the local tourism market; On the other hand, it is conducive to easing the conflicts between local residents and tourists, such as conflicts of interest in living environment, and can better carry out agricultural tourism activities.

The State Council's Opinions on Accelerating the Development of Tourism clearly puts forward that it is necessary to support the development of cruise yacht tourism in qualified areas. With the entry of the International Postal Service into China's market, cruise tourism has gradually become a new hot spot for Chinese tourism consumption. China's cruise tourism industry has shown a rapid development momentum. However, there are still problems in the management of travel agencies, the promotion of tourists' tourism concept and the service level in China's cruise tourism market, which should be improved and perfected by actively promoting and cultivating the market, creating characteristic products and strengthening the cooperation between cruise enterprises and travel agencies.
Keywords: cruise tourism; Development status; Problems; marketing strategy
I. Development Status of Cruise Tourism Market in China The cruise industry in China has developed rapidly in recent years. Its development status is as follows: First, with the development of coastal economy. With the prosperity of cruise tourism, coastal port cities pay more and more attention to the development of cruise economy. Secondly, because the international postal department has seen the broad prospects of China's cruise market, it has paid more attention to it! Showed great enthusiasm; Thirdly, due to China's strong historical and cultural background! Yun has formed a strong attraction for international cruise tourists. At the same time, no! It is difficult to see the difference in consumption consciousness caused by cultural background, and the cruise consumption enthusiasm of China Laobai is very low. Firstly, the cruise products are of high value; Secondly, due to the high value of cruise products, cruise products are also advertised with high quality. The image of high consumption makes it more difficult to enter the field of popular consumption. Thirdly, due to the cultural differences between the East and the West, the consumption concept of cruise products is different. The consumption concept of hinterland residents is one of the key factors in the development of cruise tourism. With the joint efforts of many parties, the consumption concept of residents has gradually turned to cruise tourism. However, the concept of cruise consumption of residents in Bohai Bay area and the whole Shandong area is still in the process of formation, and it needs targeted training. Second, there are problems in the cruise tourism market in China. At present, cruise tourism in China is still a new product. There are not many employees in cruise travel of travel agencies. In order to meet the travel needs of cruise tourists,Travel agency employees must be familiar with the catering and accommodation facilities on different cruise ships in different regions, different routes and different products, and know each ship in detail. Only in this way can we design marketable products. Secondly. There are some problems in the travel agency's understanding of tourism products. Cruise tourism is a modern leisure way. Visitors can enjoy themselves on the boat and get off the boat for sightseeing according to the itinerary at the right time. Therefore, the construction standard of cruise ships is generally based on five hotels on land, and even the grade of some products is higher than that of five hotels. The ship's facilities and equipment are readily available. Can fully meet the tourism and leisure needs of tourists. In addition to the travel expenses, the cost of ship tickets also includes all the expenses of eating, living, traveling and entertainment on board and on land. All the aspects mentioned above require the travel agency not only to know the hardware grade of cruise products, but also to correctly understand and deeply understand the software, especially the service quality on cruise ships. However, the size of cruise ships has always been the most concerned aspect of travel agencies, and even in order to promote cruise products, they have pursued a low-price strategy to fight price wars, paying attention to the introduction of routes and ignoring the facilities and activities of cruise ships themselves. Thirdly, the reception capacity of travel agencies needs to be improved. Compared with the general outbound tourism products, the operation of cruise tourism is relatively difficult and risky. At the same time, due to the lack of cruise tour group experience and corresponding tour guide service personnel, it is difficult to meet the requirements of cruise tourists for high-quality consumption. In addition,Due to the long promotion period of cruise tourism products, it is necessary to book cabins and design itineraries several months in advance. If the number of tourists is not enough or there are a lot of phenomena during this period, travel agencies will suffer losses, resulting in the cost can not be recovered. (-) First of all, from the perspective of the differences in consumption concepts between East and West, the development of China cruise market still faces certain challenges. Although cruise tourism has flourished for a long time, its target group mainly points to foreign countries or, more precisely, to European and American countries ... Chinese tourists have a superficial understanding of cruise tourism. Secondly, the consciousness that cruise tourism is a kind of tourism activity is still excluded from the choice of tourism leisure mode by China tourists. In the consumption concept of China people, cruise has always been a means of transportation, and it still needs deep publicity to regard it as a way of tourism.
Thirdly, the vacation time of tourists. A 5-12 day tour in Europe and America is a popular cruise route. Among them, the 7-day tour is the most common, and the longest tour can last for dozens of days. In fact, a 7-day tour involves a total of 8 days. Due to the restriction of the current holiday system in China, the "Eleventh" and Spring Festival are two golden weeks, each of which lasts for seven days in total, which limits the travel time of the working class. Finally, from the perspective of tourists' spending power, cruise tourism is a high-end tourism project, and the consumption of a cruise varies from several thousand yuan to tens of thousands of yuan. Although the per capita GDP of China is increasing year by year, it is still unbearable for the general public, especially when the consumption concept and the cognition of cruise ships have not changed.
(3) There are differences in the service level of postal companies in different routes of China cruise tourism, which shows that the service quality of Southeast Asian routes is better than that of European and American routes. European and American cruise ships lack excellent Mandarin tour guides; In addition, the types of catering are single.
It is difficult for China tourists to eat delicious Chinese food in a foreign country.
Third, the marketing strategy of China cruise tourism
(A) Actively promote the cultivation of cruise tourism market Because of the different consumption concepts and preferences, it will take some time to cultivate the cruise tourism market in China. First of all, in view of this situation, we must increase publicity. We can hold high-level forums of cruise summit regularly through advertising, media, festivals, training, exhibitions and other marketing means, establish a professional website of China cruise industry, and provide cruise tourism information consulting services to enhance people's knowledge and understanding of cruise tourism. Secondly, make clear the market positioning of cruise tourism in China. Cruise tourism has always been a high-end product in the tourism market. According to the questionnaire data of China Cruise Tourism Development Research, 98% of the tourists surveyed (who have made at least one cruise, and 60% of the tourists have had two or three cruise tours) should be targeted at the middle class as the potential consumers of cruise tourism with an average monthly income of more than 5,000 yuan in China. While pursuing the number of passengers, the postal department should not ignore the quality of passengers, and should not blindly promote sales.
(2) Create characteristic cruise tourism products.
The particularity of cruise tourism lies in that the cruise itself is a destination, and all kinds of entertainment facilities provided on the cruise can make tourists feel a substantial way of leisure and entertainment, while sightseeing on shore has become a kind of adjustment.
Therefore, from the perspective of product strategy, the products in the cruise tourism market are mainly divided into two aspects: cruise routes and cruise itself, and cruise routes can be divided into existing cruise routes and unopened cruise routes. For the cruise ship itself, the product strategy should first highlight the differences between the cruise ship and other tourism modes, and emphasize the comfort, enjoyment and particularity of the leisure mode at sea. Secondly, improve cruise products according to the characteristics of different types of tourists. Improve the service quality of service personnel, strengthen the language communication ability of service personnel, and provide corresponding services for different countries, cultures and personalities.
Especially in the production of dishes, it should be characteristic, targeted and pay attention to the taste of dishes. It is difficult for many domestic tourists to adapt to the catering on the cruise ship. The catering on the cruise ship is still dominated by western food, while the cooking of Chinese food lacks characteristics or even none. This kind of service is contrary to the high-end consumption of cruise tourism, which greatly reduces the enthusiasm of tourists. It strengthens the rejection of cruise tourism and leisure methods caused by cultural differences and consumption concepts. It further increases the difficulty of cruise tourism promotion.
(3) Strengthening cooperation between cruise enterprises and travel agencies At present, most of the sales of cruise tourism products are achieved through diversified distribution channels. In view of the close relationship between travel agencies and tourists, and the fact that foreign postal companies cannot directly set up their own agents in China at this stage, it is imperative for cruise companies and travel agencies to carry out extensive cooperation. First of all, the postal department should take the initiative to cooperate with travel agencies to achieve the goal of mutual benefit and win-win. Secondly, through the training of travel agency personnel, we can deepen their understanding of cruise tourism and jointly create marketable cruise tourism products. Thirdly, the postal department strives for the permission of the policy and obtains the right to operate a wholly-owned travel agency to engage in inbound tourism, domestic tourism and cruise ticketing business.
(D) Give full play to the role of the cruise industry association. Due to the particularity of the industry and historical reasons, the cruise industry in China has not yet been managed by a unified government department. As a bridge and link between the government and enterprises, the cruise industry association should actively feedback the voice of the postal department to relevant government departments in time and promote the establishment of an effective communication platform.
As the research on the development of cruise tourism in China is still in its infancy, there are still many aspects to be improved in related supporting services and policies. At the same time, new problems and new situations are constantly emerging. How to create a more convenient environment for the development of cruise tourism industry in China. It has become a new topic faced by the cruise industry at present. Domestic cruise trade associations should give full play to the cohesion of trade organizations. Strengthen the contact and cooperation between the same industries, make them support each other, form a joint force, and seek "win-win", thus promoting the continuous expansion and rapid development of the cruise tourism industry.
(V) Training and introducing professionals and implementing the strategy of talent reserve; As a new industry emerging in China, cruise tourism started late, and there is a great shortage of professionals. The talent reserve needs constant exploration and research. The development of the industry is inseparable from the cultivation of professional talents. Therefore, it is necessary to improve the system of relevant universities and training institutions, introduce cruise training courses, train a large number of excellent cruise service personnel, and train ticket sales agents with advanced concepts. As the training base of senior talents in China, colleges and universities can set up cruise tourism majors and train urgently needed senior cruise tourism talents. At the same time, cruise enterprises can also unite with universities, research institutes and the government, with the government as the leading factor and universities and research institutes as the base, and the enterprises provide financial support. Jointly cultivate and train professionals to meet the demand of talents in the industry.
