After in-depth investigation and active preparation in 1997, in 1998, the National Tourism Administration issued the Inspection Standards for Excellent Tourist Cities in China (Trial) and the Acceptance Measures for Excellent Tourist Cities in China. In the same year, with the consent of the State Council and the Central Civilization Office, the National Tourism Administration set up a steering committee to create an excellent tourist city in China, which provided a strong organizational guarantee for the smooth development of excellence. In 2003, the National Tourism Administration issued the revised Inspection Standard for Excellent Tourist Cities in China, which established a scientific basis for excellence.

The creation of China's excellent tourist city must be based on the Interim Measures for the Administration of the Creation of China's Excellent Tourist City and the Inspection Standard of China's Excellent Tourist City, and the acceptance team of the National Tourism Administration will check and accept the excellent tourist city and meet the requirements of the standard of "China's Excellent Tourist City". Since China established China as an excellent tourist city in 1998, more than 300 cities have passed the acceptance test in eight batches. First batch
